Meta Data management converted to an independent module
Previously the parameter management was a part of the annotate module. With this enhancement the new Parameter 
and Parameter Set objects are independent and can be found in the General section of the configuration dialog.

The User dialog has moved into the navigation pane and was completely overhauled and harmonized with other modules.
